you put scenario at Modern Europe/system/scenarios and flags to Modern Europe/system/UI/art/2D/countries

I installed the two packs in order, but for some reason, the United Kingdom (UK) and several other flags are missing/tan. "Communist" Vietnam (which is actually the southern non-com one), Alaska, and others. What happened?
