hi i am a noob and i was just wonderin on makin histoey editor how to edit countries flags

wow, that post I made in 2009 makes no sense at all XD
Make a folder called Art within your scenario's UI folder. From there, add a folder called 2D in the Art folder, in there, add another folder called Countries, and in that folder, you can copy&paste all the flags.
Be aware that in the editor the flags/decals dont show up, but when you start the game, the flags are there.
If you cant find where your scenarios are, then goto the forums and go into mod discussion, I'm pretty sure ive answered this question before.

finally in one scenario my homeland Ukrain's flag would never show up it was tan sandpaper looking

Ah, hope this helps. Can you just take a flag image off the internet?
