need to know how to play them. Seems like the only country outside of the commonwealth ans the us is Germany. I have not a clue how to play russia because in the end, it's all abouts goods and arms and nothing else

Its easiest to play Russia from Rise of the Reich and keep in mind you are a horrible communist dictator that doesn't care for his people. Don't worry about arms or Goods, produce goods only in Moscow and St. Petersburg/Leningrad and then in the small cities on your western border. Industrialize heavily in the corridor running north to south from the Caucasus to the Arctic and also in the Urals Mountains area, and if you can get to at least 30-40 IPUs in the Cities in the far east. Once the corridor and Urals cities reach 50 IPUs after they reach Advanced industry switch them immediately to goods or arms production which ever you need. Once you have goods and arms in the positive set what cities you can to research or let them keep industrializing. Research up to Improved Infantry/motorized/mechanized, Medium Tanks, Improved Fighters, don't worry about modernizing the navy and you might think about Medium Bombers. Its usually a close call but you should have a moderately capable army by 1939-1940.

So, are you saying is just let arms go completely all the way to minus 50%?

The only reason you should let arms go under 100% is if you are in industrialization phase and don't plan on getting in a war anytime soon

for the 1933 senario..... I find if you disband ALL your armies and all but the battleships (inc air) arms are not an issue and no one will invade....so you can industrialise without an army (big flaw in the game IMO) you import everything needed above your supply and build arms to pay the bill (keep goods just above 50% supply) remember to build a massive stockpile of food and coal (20k+) then invade germany then uk then USA ....mu ha ha i build 4 cities @ 200 IP and a hand full @ 100 IP the rest at either 10 or 50 (1 or 2 @ 20 or 25) this is best for building armies quick (4 hvy tanks in 5 turns etc...) arm up and invade when decent stockpiles exist. Also I leave research till i have my first 100 IP cities then go heavy investing 400-750 into research.....usually bout 1935-36 and have all advanced units before arming upo....(ie never build anything less than hvy tanks or adv air or lvl 4 inf) BUT I also play on the hardest lvl and is damn hard :)
