But I've gotten all the way down to 5% before, did they just change this?
DEMONS
Stability should be dropping to 5% if you and the nation who's region you are capturing don't have religion, ethnicity or culture in common. For each of those you have in common, it starts 20% higher.

Yes, he most likely can. Luxembourg is much harder than Yemen, because it doesn't have a UK ally, and usually gets raped by Germany the second war is declared. Therefore your argument is invalid, and i have +2204355 xp, and so do you. Bacon can pretty much wtfpwn anybody in multiplayer, that's why most people tend to stay out of his way. Unless you want to lose your nation. Hell, you can play a landlocked nation, and somehow he'll still invade you, with his army of over 9,000 power.

Reborn Empire: As Italy, conquer all of Europe and Africa.
Great Scandinavia: As either Norway, Sweden, or Finland, conquer Europe.
Paraguay Crisis (MHII only): Conquer Bolivia. It's actually kind of hard because Brazil usually sides with the Bolivians and if you take Brazil, others get mad at you.
Warmonger: Invade Switzerland and deal with the consequences.
I've done all of these in either MH Gold or MHII.
I don't know half of you half as well as I should like; and I like less than half of you half as well as you deserve.
Neutral?: As Switzerland stay out of the war until 1943 then conquer and hold 10 German territories.
Armageddon Clock: Nuke every city in the United States.
Colder War: Have over 100 nuclear weapons at one time in the game.
Hitler's Nightmare: As the USSR conquer and create a Communist German Puppet.
At there Doorstep: As Germany control all of South and Central America.
Unternehmen Merkur: Loose 5 airborn divisions at Crete as Germany.
The Civil War: As the US have a Civil War break out.
Napoleon?: As France reach Moscow.
Spheres of Influence: As the USSR conquer Asia and Europe.
