Scenario: Rise of the Reich

Goal: Build up a strong enough army to rebuild the Roman Empire, and create a Mare Nostrum. That means taking Vichy territories, Yugoslavia, Spain, Portugal, Albania, Greece, Libya, Algeria, Tunisia, Morocco, Egypt, Turkey, Syria, Lebanon, and Palestine.
