What if there was one country that was like Makarov in that it was annoying and no matter how many times it was taken over it would always pop up again at some other time?

The last one is a really interesting thought. With the fall of Constantinople, Russia becomes the center of the Christian Orthodox church. This (other than Peter the Great's work, obviously) really pushes it into being recognized as a European power, and not just an Asian one. It also strengthened ties with the Orthodox Slavic peoples of the Balkens. And we all know what became of that...
