Hmm as i play as scotland, i can't upgrade my city's or create army's, how is that possible?, all recources are there but it stay's at '3 turns'

looks lke u used the "A New 1933" scenario and added the nations (or u used the clash of the culters scenario which is simply the "a new 1933 scenario)

I enjoyed this one. Anything to really break up the United Kingdom in the begining makes things more interesting to start off.
