In WWII when the Germans were retreating they destroyed every city that they encountered so it wouldn't be useful to the Allies. We should be able to it in our cities. It could be depending on weather the city is Non-Industrial (Forgot Name), Industrial, or Advanced. It would be calculated like this:
Non-Industrial: 1 IPU/Turn
Industrial: 4 IPU/Turn
Advanced: 15 IPU/Turn
It would then be downgraded once it reaches the next level. For example, an Advanced city whose IPUs reached 40 would be downgraded to Industrial and so on.

I believe you can already do that. If you "own" a city you can choose to DOWNGRADE INDUSTRY which lowers it's IPU number.

Downgrading exists in gold (I don't have MH1, so I don't know if that was a new addition to MHG or not)

yeah, it was! Cool feature, although I am not sure about how many people would use it...

The downgrade IPU function works to slow for me. I you could select this option and it started taking off five to ten points at at time it would be very useful. Problem is by the time you start this process the enemy usually over runs my position with two to five turns and the city only loses five points of IPU or so. Which leaves the city more or less in tact for the enemy to use.
