What I mean by the title is that if I'm USSR, and I join the Republican Spain Alliance while Japan joins the Nationalist Alliance, that would most likely mean us both sending troops to help that side of the civil war.
Currently in MH, that seems to mean a massive war in Asia!

Crushing your oppennet at Sea could easily make total victory on the enemy you picked.

I think that its a good idea. If your in a alliance that decides to go to war, you shouldn't be forced into it. Also if you come to support a nation in a civil, it shouldn't be considered going to war with their allies. But, if you play as Canada then you are given the choice to go to war or not, and stay in the alliance. This is what should happen to all playable nations as well.
