I don't think it deserves a 4/10 that's just pushing it. I could see a 6/10 or 5.5/10 being reasonable.
However, I did love how they highlighted the part where the politics rarely resemble anything of WW2, like this:
the Germans could subsidize Italy for years with generous aid, and Mussolini still wouldn't hesitate to declare war on them for no discernible reason. It's equally likely that Stalin will take advantage of the German-Italian war by invading Brazil.

Don't be surprised if you see the Allies respond to a German invasion of Poland by embargoing the Poles and invading China.
This is euaqlly LOL-able,
I do have to say though, the map for MHII is pretty sexy. I'd also like to point out, that I've had a few good games that go over 300 turns and I've never had a single crash.
It was very funny lol the games AI is kinda silly right now.
