Units traveling in areas with rail and improved road should travel at the same speed. A tank unit on a rail netwok theoretically travels at the same rate as light infantry on a rail network. Transportation speed would be more realistic if the speed were affected the the number & weight of the units using that network at the same time. Just a thought.

Theoretically this should be true, but; factor in weather conditions/fighterbombers/bombers and this should change. Improved roads that have been damaged, means that your engineers have to make repairs to allow vehicular traffic. Snow and heavy rains can greatly impede movement that can effect vehicles more than they may effect infantry. Infantry divisions without motorized/self-propelled artillery will have their artillery greatly impeded. Also, the number of personnel railcars versus vehicle railcars will also be a contributing factor. Railroad efficiency is also effected by weather conditions/fighterbombers/bombers. Then again partisan activity also comes into play, the germans found this out the hard way. They had to deploy troops just for anti-partisan duty. Bridges alos come into play as well.

Crushing your oppennet at Sea could easily make total victory on the enemy you picked.
