How do you plan to make the rest empty?
Delete all resources, and all cities but one, that will be the capital of Unoccupied!
You can even make a country without capital. I did it for Board Wargame.
How do you do that?

PS: Huns aren't Germanic
But the Huns did settle in the Germania area, and they did help bring down the Roman empire, that as why I mentioned them.

1. Ground forces
1.1 Infantry
-
Warrior: The warrior was the first step of mankind towards wars. Warriors are equiped with all that can be thrown, or all that you can use to smash and slash the enemy. Not trained against humans, but they are well trained because of hunting and that gives them the possibility to move faster.

Spearman: Spearman, the next step in the art of war, is an infantry unit equiped with a spear, good against cavalry units.

Swordsman: The sword is and improved version of a spear, but swordsmen move slower because of the weight of their sword and shield.

Legioner: Legioners are Roman infantry units equiped with one throwing spear, one fighting spear, a dagger, iron helmet, iron chainbody and a wooden shield. These regular units are already in use in the Roman Army for centuries! The equipment must be bought by the Legioner himself and he isn't paid for his work. Very effective against other infantry and light cavalry.
1.2 Artillery

Catapult: The catapult was invented by the Romans and used to bombard cities with rocks, but also with bodies to cause disease in the enemies city.

Ballista: Ballista is the improved catapult with higher damage, bigger range and more force. Actually invented by the Mongols, but if the Roman Empire doesn't fall, then they should definitely had invented this machine!
1.3 Cavalry

Light Cavalry: Non-armored, fast-moving cavalry.
-
Medium Cavalry: Medium-weight cavalry are armored with leader, wooden shield and sword or spear. Medium speed.

Heavy Cavalry: Heavy cavalry are equiped with iron armor, a sword and a shield. This cavalry moves more slowly than medium and light.
1.4 Armored
- Siege Tower: Siege towers are the first version of the tank, majorly used for capturing cities by crossing the wall through a bridge from the siege tower.

Curragh: These are fast-moving sailing boats, majorly used for trade.

Galley: Galleys, invented by the Greek, are the first ships used for seabattles.

Longship: The longship is the ship used by Germanic tribes. Takes longer to build than regular galleys, but has a much higher speed.

Dromon: The dromon is a galley with a secret Byzantine weapon like a flamethrower that causes fire on the ship of the enemy.
