Maybe make the Ottoman Empires industry a little higher, make Italys armys slightly stronger, and maybe add a polish puppet nation (simply a small poland)

I'm guessing they're in port. Click on the port City where they are. In the lower left corner is an anchor. That brings up the "Fleets in Port" panel. Click on any fleet listed and it becomes the Active Unit, and you can then move it out of port into a sea zone.

A cruiser is located in a sea region and cannot be moved into either another region or back into port. In fact, when I click on the unit it does not become the active unit, so I can't even split or merge. This applies to any navy units, matter of fact, once a fleet unit is taken out of port, it can't even go back in there. I tend to test these claims before posting my observations here.. ;)
