You go into your scenario folder. Then you find the xml folder named "gamestate". Inside of that, it has every nation. And there will be a line that, towards the end, has a code. Thats the color code.

To get codes, I go here. Color Codes

If you created a country, it should be near the bottom of the page. Make a new line, and put...

property name="colCountryColor" value="#30302EFF"/

It will want arrows at the end, buy you can see that from looking at a different one. For some reason though, whenever you put one of the codes from the site in there, at the end, and FF. Otherwise it will screw the whole thing up. Tell me if I need to simplify this any. ;)

Upload it. Pretty easy, just make sure that your scenario folder is in .zip mode. All you have to do is right click on folder, go to "send to" and pick zipped folder.

You go to your game folder. Open folder "ui". Make a new folder "Art". Make another "2D". Then another, "Countries". Then make a folder for each of the countries you have flags for, and put the flag info into that folder.

You could if you edit it correctly, as long as you don't screw with the dimensions or the alpha layer you should be good, however, I wouldn't go for a totally new flag if you are just starting, I would get some practice with whatever image editing program you are using before just jumping into flag editing.

Also, if you only have Microsoft Paint, you wont be able to edit the .tga files that the flags are in without using a program that opens them for you, if you don't want to use anything other than Paint, you'll need the DTX BMP editor, google it, it comes in handy IMO.
