Change the name to After the War 1919 in game.xml, in scenario.xml and scenarioInfo.xml and don't forget to change the name of the folder too! Now, it should work!

"Deadlock - The Great War" works, and that has a hyphen in it's name ;)
If it has a dash in it's name, and that's why it's not working, then "ur doin it wrong"

hehe then you shouldn't play as germany ;-) They won the WW I and liberated UK, France and other great researching countries, they took their technic and improved it during the war. That's because they have all researched, but I am still improving the scenario and will delete some german researched projects.
