Do different: open an existing button and edit it.
It's not only about the dimensions, but where the showing image is located and about the alpha.

Pop open a scenario file and copy and paste button.tga and buttonOver.tga and then edit to your liking. Problem solved.

I think if you're creating your own, it wont work. Like Odanan said, you need to pay attention to the alpha layer, if you screw around with any of those setting then the image will just fail.
