It's a ticket given to an individual army allowing it to leave territory it no longer has access to.

And that illustrates my main gripe with the manual and encyclopedia. They are incomplete and provide too little information about the mechanics of the game. I would have thought it would take very little time (compared to how much time it takes to iron out bugs) to knock up an extra 20 pages or so of information. It doesn't have to be a masterpiece of print design - a simple plain text addenda would do the trick for now.

Ouch - but deserved. We are planning a major manual overhaul and upgrade when the team gets back from PAX.
Access tickets get created for units in the game when a peace treaty gets signed (or military access gets revoked) that strands a unit in a region that they don't have a right to be in. The player is supposed to leave the region and go home, and putting the unit out of supply is the "push" to get them to do so.
