Send them aid of various resources. Personally I don't think it's worth it in the long run.

Uh you spelled How wrong, but I know you can decrease the country's morale by going into war :) But Take Creosteanu's advice, try to aid the country to raise it's morale :)

Unless you want to ally or gain military access with whatever country, whats the point (in my honest opinion.)
